This follows a call for tenders from firms to provide co-sourced Internal Audit Services to the national broadcaster. The decision aligns with recommendations from the Expert Advisory Committee (EAC) on Governance and Culture at RTÉ, detailed in a report published in May 2023. The review, led by Professor Niamh Brennan, Dr. Margaret Cullen, and Stephen Smith, was commissioned in the aftermath of the 2023 payments scandal.
Commenting on the tender process, an RTÉ spokesperson said: “RTÉ is inviting expressions of interest from suitably qualified parties to provide Internal Audit Services. This will strengthen RTÉ’s internal audit function in accordance with the EAC’s recommendations.”
The tender specifies that the successful bidder will work under the direction of RTÉ’s Head of Internal Audit, delivering services outlined in the annual audit plan. Responsibilities will include planning, executing, and reporting on internal audit assignments. However, the scope of the internal audit will exclude editorial matters.
Examples of tasks cited in the tender include Design and Operating Effectiveness Reviews, which assess the adequacy and performance of policies, procedures, and controls across major operational and financial areas. Another focus is Corporate Governance and Compliance Reviews, which evaluate adherence to the Code of Practice for the Governance of State Bodies and data protection measures. The specific programme will vary annually over the contract’s duration.
The deadline for tender submissions is January 9, with the contract expected to be awarded in February.
