Members of the council's health and community committee approved the necessary licence for the event on Thursday during a special meeting.
Tierney emphasised the "need for a dedicated venue space" in the north west during Thursday's council committee meeting in order to prevent any future problems with concert staging.
He stated that "five genuine objections" to the original Waterside concept had been brought to the committee's attention.
"The saga around this entire thing points out the need for a dedicated venue space within this council district," he added.
According to Tierney, this had turned into "a protracted process, given public commentary by some people around the initial application," which was "regrettable."
